This 8″ Batman figure was built on a Tong body. They were out in 1989 and supposedly sold in Europe when Tim Burton’s version of Batman was released in theaters. The cards are in French. You will find the similar figure from KidzBiz in English on a different card.

Bought the one on the Toybiz card when they were offered to comic book shops by Diamond,in 1990. Paid $35 for him, love him to this day
